Building Permits

uilding permits are required for any new roof covered structure over 30 square feet of floor area in size. For example, permits are required for the addition of sheds, garages or carports, patio & deck covers, porches, room additions and basement finish projects. In addition, a building permit is also required for swimming pools and some hot tubs. A building permit is not required for the installation of residential driveways, however, there are standards that need to be met and a Public Works Improvement Permit may be required. Building permits are also required for commercial or industrial construction, remodeling, and additions.

Residential property owners may obtain any and all permits for projects on their property once they sign a statement that states:

  1. They own the property
  2. They live at that property
  3. They are doing the work

If any of the above does not apply, the permits must be obtained by a licensed contractor, licensed in the City of Grandview, in their field of expertise.

To obtain a building permit, the owner or the contractor must complete a building permit application in the Community Development Department located inside Grandview City Hall. The office is open from Monday through Friday, 8:00 AM until 5:00 PM. For more information, call (816) 316-4825 during regular business hours.

A site plan may also be required. The site plan must show the location of structures or additions, its distance from property lines, and the dimensions of the structure. The easiest way to come up with the required site plan is to run a copy of an existing legal survey or mortgage report through a copy machine and sketch the location of the structure and its dimensions on the copy.

Utility Buildings

Residential property owners are allowed one (1) utility building (garden shed, greenhouse). The utility building is limited to 224 square feet of floor area (typical size 14' X 16'). A utility building may not be placed in the front yard or within any type of easement (storm drainage or utility easement). Utility buildings must be at least 3 feet from any property line.

Garages & Carports

Residential property owners are also allowed one (1) attached or detached garage. A detached garage is limited to 720 square feet of floor area (typical size 24' X 30'). A garage may not be built in the front yard or within any type of easement (storm drainage or utility easement). Detached garages must be at least 3 feet from any property line. If the building is to be built less than 6' from the dwelling, the wall or walls of the building that will be less than 6' from the dwelling must have fire rated drywall attached to those walls on the inside of the building. Garages must have a paved (asphalt or concrete) driveway from the street to the garage and the driveway must be at least 3' from adjacent property lines.

Residential property owners may install a carport. Attached or detached carports may not be placed in the front yard or within any type of easement (storm drainage or utility easement). Detached carports must be at least 3 feet from any property line. If the building is to be built less than 6' from the dwelling, the wall or walls of the building that will be less than 6' from the dwelling must have fire rated wall between the carport and the dwelling. Carports must have a paved (asphalt or concrete) driveway from the street to and into the carport and the driveway must be at least 3' from adjacent property lines. For an attached carport, all of the above requirements apply except that the minimum distance to the side property line is 7' and 30' from the rear property line.

Swimming Pools & Hot Tubs

A building permit is required for any pool of water intended for the immersion of the human body that is capable of holding more than 24" of water. The building permit process is very similar to the process described above to include the site plan.

A fence or barrier not less than 42" in height shall completely enclose the pool or tub. Fence gates shall be self-closing and self-latching.

A ground fault circuit interrupter protected outlet must be available between 10' and 20' from the water's edge. All overhead utility lines must be at least 10' away from the pool or at least 22' above the water. All metal parts of the pool must be electrically bonded using a bare #6 copper wire.

In addition to the site plan requirements discussed above, the site plan must also show the required fence, the location of any overhead utility lines, and the distance to the required ground fault circuit interrupter protected outlet.

Patio & Deck Covers & Porches

For patio covers, deck covers, and porches all of the above site plan requirements apply except that the minimum distance to the side property line is 7' and 30' from the rear property line. For information about uncovered decks, see the Property Improvements Standards.

Building plans, including a floor plan, are required for all room addition, remodeling, and basement finish projects.

Residential Driveway Standards

Residential driveways may be located in any front, side or rear yard provided all landscaping and screening requirements of the Zoning Ordinance are met. Public Works Improvement Permits are required for driveway approaches located within the public right-of-way. For more information or to obtain a permit, call (816) 316-4857.

No residential driveway shall be located closer than 3 feet to any side or rear property line unless the principal use or building was established prior to 1970, then the driveway may be constructed up to the property line, but in no case shall the driveway cross any property line.

The maximum residential driveway width is 50 feet. All off-street residential parking spaces shall be permanently surfaced with either 2 inches of asphaltic concrete over a 6 inch rolled stone base, or 4 inches of portland cement concrete. Such parking spaces shall have direct access from a permanently surfaced drive of the same material.

Commercial & Industrial Buildings

For the construction of new commercial, industrial or multi-family buildings or additions to existing commercial, industrial or multi-family buildings see the following.

The owner, developer or the contractor must make an appointment with the City Planner, at (816) 316-4822, for a pre-development meeting. The Fire Marshal, Building Official, City Planner, City Engineer and a representative from the Water District will be invited to the meeting to provide all of the requirements specific to the particular project and answer any questions concerning the project. This meeting should be arranged early in the design process so that the information provided can be incorporated into the design of the project.

To obtain a building permit for new commercial or industrial construction and or additions to commercial or industrial buildings, the contractor must submit a building permit application, five complete sets of the building plans and thirteen copies of the site plans. All submitted plans must be drawn, signed and sealed by a register engineer, architect, or land surveyor.

For a remodeling project in existing commercial, industrial or multi-family buildings, the contractor must submit a building permit application, five complete sets of the building plans. All submitted plans must be drawn, signed and sealed by a register engineer, architect.
